Column: China?s Domesday debt survey

(Reuters) ? Like William the Conquerer before him, Premier Li Kequing is initiating his own Domesday survey in China, and this time the attempt to curb local abuses of power will have global economic consequences.

China?s State Council, chaired by Premier Li, has ordered the National Audit Office to begin auditing what could total $2 trillion or $3 trillion of debt taken on by local governments.

The Audit Office will suspend other work and give all staff ?crash? training so that auditors can begin fanning out across the country this week, according to a report by the state-run People?s Daily.

The clear implication is that China is seeking to rein in local governments, which have helped along what is clearly a boom and may be a bubble by borrowing and spending freely on local development. For China, this will act as another brake on already slowing growth. For the rest of the world, it means less demand, especially for the kinds of raw materials and energy which go into real estate development and infrastructure.

William ordered the 1086 ?Domesday Book? census of property, so called because it was said to be as thorough and wide-reaching as the final judgement, shortly after the Norman conquest of England in order to nail down who owned what and who might have usurped something belonging to the crown he now possessed. Premier Li, who assumed office in March, has a related but different problem. Despite laws against it, local governments have taken on huge debts, an amount estimated by the last audit at about $1.75 trillion at the end of 2010.

Analysts believe that has grown substantially since then, leading to growing concern about the country?s overall debt profile. While the IMF has estimated China?s total government borrowing to be a bit less than 50 percent of annual GDP (as compared to about 100 percent in the U.S.) local government debt has grown faster, and pays a higher rate of interest, than forms of borrowing more tightly controlled by the central government.

Of particular interest is a story in China Business News, citing an unnamed source, which said China had decided that it should cap its fiscal deficit at 3 percent of GDP, well below the 5 percent or more many economists estimate it may now be. To do that would likely require quite a savage cutting back on local government debt, or for central government to content itself with a smaller piece of the pie and all the diminished opportunities for reward, control and influence that implies.

THE HAND AUDITS ITS FINGERS

Taking a step back, the most surprising thing about this whole story is that a government, much less one in a single-party state, needs an audit to know how much its constituent parts have borrowed. Little wonder ratings agencies have expressed concern about the debt practices.

But the relationship between local and central government in China is complicated, and, in fact, local authorities have exercised much discretion in directing development, and, despite rules to the contrary, contracted much debt to fund it.

Because rural land in China is held, in essence, collectively, there is a huge and profitable opportunity for local governments in re-badging rural land as urban or industrial, paying off its occupiers, and selling rights or leases on for development. So-called Local Government Financing Vehicles are set up to do an end-run around prohibitions on local debt and allow governments to borrow the money needed to fund both development and the infrastructure it requires.

Much of this development has arguably been of low quality in recent years, producing extra manufacturing capacity which may not be needed and apartments to meet speculative demand. China clearly needs to transition to a model in which it depends less on investment and more on consumption, and reining in helter-skelter local development is as good a place to start as any.

That said, a crackdown on local borrowing will have large repercussions. As the U.S. demonstrated in the last decade, borrowing and spending money to dig holes in the ground and put up buildings is a great way to give the appearance of strong economic growth. Limit that and growth goes down with it, though perhaps the growth you get is more stable. Estimates of the likely run-rate of Chinese growth have been dropping sharply, and this will only exacerbate this trend.

Like everything in China today, what happens there matters everywhere. The big and easy-to-pick losers are the commodities and energy used in developing infrastructure, and those countries, such as Australia, which produce them.

This won?t be quite doomsday, but as one more piece of evidence that China is aiming for higher quality, if slower, growth, the local debt audit is a big story.

US military to lead bombs salvage on Great Barrier Reef

The US 7th Fleet will lead an operation to retrieve four bombs dropped onto the Great Barrier Reef off Queensland during the Talisman Sabre training exercise with Australian troops two weeks ago.

Two US fighter jets were forced to drop the inert weapons onto the marine park after civilian boats were spotted close to a target off the central Queensland coast.

The United States Navy says it is finalising details of the retrieval operation with Australian authorities.

The harrier jets had taken off from the assault ship USS Bonhomme Richard.

Commanding Officer Daniel Dusek says the incident was unavoidable.

"The status is still being reviewed by the US Navy and the US Government and the Australian Government," he said.

"They're still trying to discuss and determine the best course of action, the best plan.

"What I can tell you is the aircraft did take off from Bonhomme Richard and due to a series of unfortunate events that all kind of lined up, they were forced to jettison those bombs at about as safe a location as possibly could be done at the time."

The US Navy says it will reveal more details of the operation soon.

The ship's Commodore Hedie Agle says the incident highlights the importance of strong communication skills.

"There is a success story there too because with our Australian counterparts we were able to immediately respond, we were able to put out information for the safe navigation of the area, the individuals involved found a safe spot in an emergency situation, we informed all the appropriate people.

Florida Polytechnic University Considers Tuition Waivers

LAKELAND | Florida Polytechnic University may offer free tuition even beyond the first year of enrollment to boost enrollment at the new school.

The state's 12th university is scheduled to open its doors to a projected 500 students in the fall of 2014.

University leaders have established the goal of obtaining Southern Association of Colleges and Schools candidacy status by mid-2015 and accreditation by the end of 2016.

With accreditation on the horizon, Florida Poly leaders are banking on free tuition to help draw the best and the brightest students to the campus early on.

During a meeting Friday of the university's Academic Affairs Committee, members discussed the possibility of offering free or reduced tuition beyond the first year.

Trustee Sandra Featherman wondered how the school will be able to afford to operate for a year without tuition.

"Where is the money going to come from for our programs?" she asked.

Chief Executive Officer Ava Parker said the topic of tuition waivers and funding for the scholarships will be addressed at the next board meeting.

"We have communicated those numbers to the foundation," she said.

The Florida Polytechnic University Foundation, the fundraising arm of the school, would need to bring in about $3 million to cover a year's tuition for about 500 students.

Featherman said she wants to talk about allowing students to attend a second and perhaps third year at discounted rates as well.

"I personally dislike front loading," she said. "We don't want to bring them in and let them sink."

Students could have a tapering off of scholarship funds, such as a 75 percent waiver, then 50 percent, etc., she said.

School officials said once the school obtains accreditation and is established, such incentives won't be necessary ? but initially scholarships will be necessary.

Florida Poly was created by legislation that essentially called for the phasing out of the former University of South Florida Polytechnic, which was based in Lakeland. Florida Poly took over its budget and the under-construction building designed by architect Santiago Calatrava.

Before the changes were made, USF Poly had promoted a "Hot 100" drive that was to provide free tuition, books and waived fees for that many first-year students.

Florida Poly hired two people earlier this month who will start the school's admissions team and focus on student recruitment.

Scott Rhodes, who has more than 14 years' experience in higher education, was named executive director of admissions.

The associate director will be Beth Pierpoint, a lawyer who most recently was director of admissions for Barry University School of Law in Orlando.

All kinds of people adopt. Young, old, married, unmarried, gay, straight, blended families, families with bio children, families without?you name it and it exists. Just as there are a million types of families who adopt, there are a lot of ways to adopt a child.?Stick with me for the next few weeks as I explore how we started on our journey and ended up with our precious boys.?My focus will be sharing how we adopted domestically through the foster care system.

We celebrated "coming home day" this weekend. It's been one year since we became a family and I cannot believe our amazing journey.?

First and foremost, when considering adoption, you must examine your motivations. No matter where your child comes from, whether it is international, domestic or a family adoption, that child has been through some kind of trauma.?There is not one right motivation for adoption but your motivation should never be to ?rescue? a child or because it the trendy thing to do at church or in the media. Ultimately, you should be willing to give that child unconditional love no matter what they have been through.

It's also important to set realistic expectations for the process and for the child. In our experience, the process involved a lot of ups and downs and a few disappointments before we were placed with our children. It also involved a lot of patience. What helped us cope were our realistic expectations and trust in the process.

As far as expectations for the child goes, we had to remember that just as we are not perfect, neither is any child. Attachment and trust take time and patience.

Just as new parents invest time in nightly feedings, changing diapers, and more with a newborn, you will equally invest in building trust and attachment when your child comes home. Our experience involved taking leave from work, lots of sleepless nights and a huge investment of our time in training to prepare, among many other things.

The journey to adoption begins on the inside. Examine yourself and your expectations. Spend time reading books and blogs and begin to build a social network of others who have adopted. Ask them questions and spend time with their families and look for resources in the church and community.

DTM to return to China in 2014

The DTM will stage a race in China again in 2014. DTM rights holder and promoter, ITR e.V., and the Chinese Brilliant Culture Group have agreed upon a race for the international touring car series in a Chinese metropolis next year.

This round is to take place in the autumn of 2014, but, other than in 2010, will not be the final round of the season. The venue is yet to be decided. The decision whether the DTM will again be racing in Shanghai, or in Guangdong in the south of China, also known as Canton, will be taken at a later stage.

The DTM already raced in China in 2004 and 2010, each time in Shanghai. In 2004, Gary Paffett won an invitation race from his fellow Mercedes-Benz driver Bernd Schneider and Audi driver Mattias Ekstr?m. In 2010, Gary Paffett again won the race, but second place from Timo Scheider (Audi) was enough for his Mercedes-Benz teammate Paul di Resta to secure the title. While Audi and Mercedes-Benz have already raced in China, the race in 2014 will be a premiere for BMW.

Sports briefs: Denver Broncos lose center Dan Koppen for season

NFL ? Broncos center Dan Koppen is out for the season after tearing his left ACL on Sunday in 9-on-7 drills, less than six weeks after rejoining Denver following J.D. Walton?s setback in his comeback from ankle surgery.

Koppen, an 11-year veteran who played his first nine seasons with the Patriots, was caught in a pile early in the workout and was carted off the field and taken for an MRI.

Manny Ramirez, who took most of the snaps at center during Denver?s offseason practices, stepped in for Koppen, whose teams have gone 108-28 in games he has started. Later in the day, the Broncos signed free-agent center Steve Vallos, pending a physical. Vallos is a six-year veteran who has played in Seattle, Cleveland, Philadelphia and Jacksonville with nine career starts.

Koppen?s injury is the latest setback to Peyton Manning?s patched-up pocket of protection.

Left guard and ex-Ute Zane Beadles was the only starting lineman to come out of last season unscathed.

Ex-Penn St. leader to appear in court

College Athletics ? A former Penn State president and two former top administrators are set to appear in court on charges they failed to tell police about a sexual abuse allegation involving assistant football coach Jerry Sandusky and then tried to cover up what they knew.

Monday?s preliminary hearing for ex-President Graham Spanier, former vice president Gary Schultz and ex-athletic director Tim Curley will determine whether prosecutors have enough evidence to warrant a trial on the charges against them.

The men say they?re innocent and weren?t aware of the allegation against Sandusky in 2001. They say they had believed that Sandusky and the boy were engaged in nothing more than horseplay in a university locker room shower.

Sandusky was convicted last year of 45 counts of child sexual abuse.

Second Body Found After Hudson River Wedding Party Boat Crash

PIERMONT, N.Y. (KTLA) ? A second body was pulled from the Hudson River on Sunday after two people, including a bride-to-be, went missing when a speedboat carrying a wedding party crashed into a barge on the Hudson River.

The body of a man was located about a mile from where a woman?s body was found a day earlier, according to Rockland County Sheriff Louis Falco.

Neither body was positively identified but they were believed to be best man Mark Lennon and bride-to-be Lindsey Stewart.

Stewart, 30, and her wedding party were boating near the Tappan Zee Bridge 25 miles north of New York City when their water craft struck a construction barge on Friday at 10:30 p.m.

All six people on the 21-foot Stingray motor boat were thrown into the water, police said.

The driver of the boat was arrested and charged Saturday.

Jojo K. John, 35, was arraigned on one count of first-degree vehicular manslaughter and three counts of second-degree vehicular assault, according to Robert Van Cura, undersheriff of the Rockland County Sheriff?s Office.

Sen. Feinstein on State of the Union calls for San Diego Mayor Bob Filner to resign

Today on CNN's State of the Union with Candy Crowley, Senator Dianne Feinstein spoke about embattled San Diego Mayor Bob Filner, calling for his resignation. Feinstein also weighed in on the latest clashes in Egypt, U.S.-Russia relations in light of Edward Snowden?s status, and her support for the next chairman of the Federal Reserve. FEINSTEIN: I think this is a real point of definition of what kind of Egypt is going to come out of this. And, for the first time, I am very concerned. I'm surprised that the military would urge people to go to the streets. They had to have known, if they do that, the other side is going to respond, and it became kind of a catalyst for violence. So, I don't think we know what kind of Egypt is going to emerge.

FEINSTEIN: Well, I was asked to sign and I signed, because I have met Janet Yellen on two occasions. I have followed her. She's very well thought of. She knows the fed, and she's very highly qualified. And I think a woman as head of the Federal Reserve, a qualified woman, would be a very positive thing for this administration.

ON EDWARD SNOWDEN:
FEINSTEIN: "I would be very hopeful that President Putin still would decide to turn him over. I suspect this sort of temporary amnesty or refugee status is to give Russia time to really consider what's in their best interests, and I think, if they think about it hard, what Snowden did, it's not in their best interests? I think that Obama really ought to sit down when he can with Putin and make the case.?

CROWLEY: More than 70 demonstrators have been killed and more than a thousand injured this weekend in Egypt, all of it during clashes between the military installed government and its supporters versus backers of ousted President Mohamed Morsy.

In a written statement, secretary of state, John Kerry, said the United States urges an independent and impartial inquiry into the events of the last day and calls on all of Egypt's leaders across the political spectrum to act immediately to help their country take a step back from the brink.

Joining me now is California senator, Dianne Feinstein. Thank you for joining us this morning, senator.

FEINSTEIN: You're welcome.

CROWLEY: I just get the feeling that the U.S., despite these strong military contacts we hear all about the time between Egypt's military and the U.S. military, doesn't have a lot of sway in Egypt when you watch what's going on.

FEINSTEIN: Well, that may well be true, and I think this is a real point of definition of what kind of Egypt is going to come out of this. And, for the first time, I am very concerned. I'm surprised that the military would urge people to go to the streets. They had to have known, if they do that, the other side is going to respond, and it became kind of a catalyst for violence.

So, I don't think we know what kind of Egypt is going to emerge. I think it's very important for this new president and vice president to exert their authority now. It will show whether a democracy, in terms of civilian control of the military, can effectively govern that country. And so, the next few months, I think, are going to be real eye openers for the world.

CROWLEY: Senator, I just want to show a clip of recent what went on in the streets over the weekend. This is in Cairo, I believe. And again, we had more than 70 killed. We believe most of them killed by the military, which staged the coup of a democratically-elected president. As you know, when there is a coup of a democratically- elected leader, the U.S. generally can stop - stops aid. But here's what the spokesperson for the secretary of state said this week.

JEN PSAKI, STATE DEPARTMENT SPOKESPERSON: The law does not require us to make a formal determination. That is a review that we have undergone as to whether a coup took place, and it is not in our national interests to make such a determination.

CROWLEY: So, if it made the determination there was a coup, we'd have to stop aid, and therefore, they're just not going to make a determination because anybody plainly looking at this would say it was a coup. What does that say to the people fighting on the streets of Cairo about the U.S. and its values?

FEINSTEIN: Oh, I'm not sure it says anything to them candidly. You know, the region historically has been - there've been many coups. I think the administration has been right. It has stopped the F-16s from being sold. I think we need to relook. We're right in the middle of the appropriations process now.

We have to relook at granting aid. I think the ball is in Egypt's court, and it's in the court of the President Mansour and the Vice President ElBaradei, and they have to step up, and they have to take over. Failing that ?

CROWLEY: Both were installed by the military.

FEINSTEIN: Failing that, I think you know what military will do now.

CROWLEY: Right. I mean, both those men that you mentioned who are now running Egypt were installed by the military.

FEINSTEIN: Well, that's one thing, but acting is another thing, and they have to be ?

CROWLEY: You want them to take charge of the military now?

FEINSTEIN: That's correct.

CROWLEY: Do you think they can?

FEINSTEIN: Well, we'll see. If they don't, they can't. If they do, they can.

CROWLEY: And if they don't, the U.S. needs to look at cutting off aid?

FEINSTEIN: Well, I think that may be the case.

CROWLEY: Let me move you to Russia, and Edward Snowden still in the airport, as far as we know, in Russia. The U.S. this week pushing very hard through the justice department saying, we're not going to torture him. He won't be subject to the death penalty. You need to hand him over. What are the chances that Russia's going to hand over Edward Snowden?

FEINSTEIN: Well, it's hard to tell. I know the president talked to President Putin. I would be very hopeful that President Putin still would decide to turn him over. I suspect this sort of temporary amnesty or refugee status is to give Russia time to really consider what's in their best interests, and I think, if they think about it hard, what Snowden did, it's not in their best interests.

And, Putin knows this. He's run the KGB. He knows what intelligence is comprised of. And, I think, to harbor this man is one of two things, one, we want to get hold of this stuff, or, two, we really want to take the time to figure this out as to whether we should return him to the United States.

CROWLEY: Do you think should Putin decide to grant him asylum in Russia, that the president ought to go ahead and go to the G-20 in St. Petersburg, that he has to go ahead and have a unilateral meeting with President Putin in September?

FEINSTEIN: Well, I think - don't think that's a way necessarily to show - not to go does anything. I think that Obama really ought to sit down when he can with Putin and make the case. Here's what this man did ?

CROWLEY: Do you think he should still go to Putin?

FEINSTEIN: Here's what this man did. By his own admission, he came to Booz Allen to be a contractor ?

FEINSTEIN: I meant Snowden, yes. With the purpose of going in there and taking as much material as he possibly could. He took much more than I could possibly think he could. It's very sensitive data. And then, he went and strategically placed it so that it could come out at different times.

Then, he went to two big cyber-intruding powers, China and Russia, and left China and went to Russia. You've got to ask why did he choose those two? You've got to also ask, do the Chinese have all this material? Do the Russians have it?

CROWLEY: Do we know?

FEINSTEIN: We don't know.

CROWLEY: Oh, OK.

FEINSTEIN: So, it's a very serious situation.

CROWLEY: Let me move you on to something else. You recently signed a letter urging the president to let Janet Yellen, who's currently number two at the Federal Reserve board, take over when Bernanke leaves. I want to play you just a little bit of my conversation With Treasury Secretary Lew, and I asked him about both Janet Yellen and Larry Summers, another name up for consideration.

LEW: Look, I know the people you've asked me about very well. They're both friends, and I have great admiration for both of them. I'm going to keep the conversation about any future decisions here where it belongs.

CROWLEY: Would they both make good fed chair?

LEW: I think they're both extraordinarily talented people.

CROWLEY: It's not exactly that they would both make a good fit?

LEW: I'm not going to comment on the fed.

CROWLEY: I'll ask you the same question, would either Yellen or Summers make a good fed chair?

FEINSTEIN: Yes. It's very hard for me to tell. Larry Summers had been very supportive of the era of deregulation, supporting derivatives and shorts and those kinds of thing. Janet Yellen has been close to Bernanke. I'm one that believes Bernanke has done a very good job. This country is moving ahead under partially Federal Reserve actions. And I think those ought to be continued for the foreseeable future. (CROSSTALK)

FEINSTEIN: I'm not pressuring him. I mean ?

FEINSTEIN: Well, I think he should. I think he should. Of all people, Bob Filner knows what public life is like. He served a time in the House. Being the mayor of a big city, you're a role model for people. You're either inspirational to people or you aren't. It's a very tough job. And I don't think that somebody who is lacking a moral compass really sets a role model or really will provide the kind of leadership that San Diegans want.

Iraq prison break a bad sign of things to come

Al Qaeda linked militants in Iraq staged an assault on Iraq's notorious Abu Ghraib prison freeing hundreds of militants from their cells. NBC's Richard Engel reports.?

Al Qaeda?s brazen prison break at Baghdad?s notorious Abu Ghraib prison on Sunday was a major victory for the terrorists and a blow to the Shiite-dominated Iraqi government led by Prime Minister Nuri al-Maliki.

The attack at Abu Ghraib cut loose at least 250 militants, Iraqi officials said. Although al Qaeda claimed 500 militants were freed from their cells.

Those militants are now free to join in the growing sectarian violence in Iraq, and the success of the attacks could become a recruiting tool for Al Qaeda itself.

On Tuesday, the Islamic State of Iraq and the Levant, a coalition of Al Qaeda affiliates in Syria and Iraq, claimed responsibility for the raid on Abu Ghraib.

The group also said it was behind a second, almost simultaneous assault on Taji Jail to the north of the capital. But Iraqi authorities said those attackers had been fought off with a couple of helicopters.

The bold prison break, carried out Monday with car bombs blasting open gates and suicide bombers rushing inside, puts more fighters on the ground as an insurgency against Maliki?s government gains momentum.

Indeed, insurgents have been regrouping on an almost daily basis, drawing recruits from the country?s Sunni minority who resent the Shiite government, which has sometime used violence to put down demonstrations.

For his part, Maliki accused militias affiliated with his rival, the anti-U.S. cleric Moqtada al-Sadr, who is also Shiite, of complicity in the prison break.

"What happened in Abu Ghraib prison was the guards who were inside the prison, are connected to these militias, and it was they who colluded and it was they who opened the doors," he said on state television.

The assaults come after a violent 10 days in the country, which has seen 250 killed by car bombs, ambushes and gun fights, according to violence monitoring group Iraq Body Count. So far in July, almost 700 people have been killed in militant attacks, the group said.

That?s well below the thousands killed monthly during the height of sectarian violence following the U.S. invasion and the toppling of Saddam Hussein.

Still, the apparent success of the prison breaks ? few escapees have been captured ??could make Al Qaeda an even greater force to be reckoned with, W. Andrew Terrill, a Middle East expert with the U.S. Army War College, told NBC News.

?It?s absolutely possible this could invigorate Al Qaeda,? Terrill said. ?They could be seen as the ones doing something about oppression of Sunnis from the Shiite government, so it could be a good recruitment tool.?

And the freeing of the militants adds to fear the country is in the midst of another civil war. Indeed Kurds, Shiites and Sunnis have yet to find a stable way to share power.

That could raise more questions about the blood spilled ? nearly 4,500 American lives ? and the trillion dollars spent to bring stability to the oil-rich country.

After Saddam Hussein?s fall, Abu Ghraib held U.S. detainees and became infamous for graphic photographs of prisoner abuse and humiliation.

It seems nothing good comes out of Abu Ghraib.

RadioShack 2Q loss widens, CFO leaves

NEW YORK (AP) ? RadioShack said Tuesday that its second-quarter loss widened as the struggling electronics retailer works to revamp its stores and product assortment ahead of the crucial holiday season.

Although the loss was bigger than analysts expected, revenue beat expectations and the company said it was bringing on consultants to help improve results.

RadioShack has been cutting costs, shuffling management and updating stores and product selection to battle back against tough competition from online retailers and discount stores that have expanded their electronics offerings. In a call with analysts CEO Joe Magnacca, who came aboard in February, said he expects the turnaround to continue for the next several quarters, but he said a streamlined assortment of products ? with more emphasis on categories like digital fitness and accessories like headphones and speakers ? should be available in stores by the critical holiday season, during which retailers can make up to 40 percent of all revenue.

Fort Worth, Texas-based RadioShack is also renovating 5 percent of the company's 4,400 stores to make them airier and less cluttered with more customer-friendly displays.

"We have a clear plan of action and our team is completely focused on driving the business forward," Magnacca said during a call with analysts.

Morningstar analyst Liang Feng said RadioShack's turnaround plan makes sense, but the company has a small window of time to make it work since its capital is limited and the holiday season is only a few months away.

"They're taking the right steps, but it's a very steep hill to climb," he said.

The company is seeking outside help to make sure it is on track, Magnacca said. It enlisted business advisory firm AlixPartners and investment banking firm Peter J. Solomon Co. to turn around results.

Meanwhile, the company said its chief financial officer, Dorvin Lively, left to take a CFO role at fitness chain Planet Fitness. AlixPartners managing director Holly F. Etlin will serve as interim CFO.

Revenue results indicate the turnaround might be gaining traction in its early stages.

Revenue was nearly flat at $844.5 million, handily beating analysts' expectations of revenue of $816.1 million, according to FactSet. And revenue in stores open at least one year rose 1.3 percent, the first increase in that metric since 2010. Revenue in stores open at least one year is a key retail metric because it excludes stores that open or close during the year.

But most of the revenue gains were driven by markdowns and promotions such as "spend $30, get $10 back," in an effort to clear our merchandise and drive traffic into stores. That took a toll on gross margin, or the amount of each dollar in revenue a company actually keeps.

The gross margin decline and investments are hurting profitability. Net loss for the three months ended June 30 totaled $53.1 million, or 53 cents per share. That compares with a net loss of $21 million, or 21 cents per share last year. The loss is more than double the loss of 24 cents per share that analysts expected.

Magnacca conceded that profitability was "not where we would have liked." But he said that the quarter was designed to clear out unproductive inventory and test markdowns and discounts to help improve promotions going forward.

"Looking ahead, we expect the turnaround to take several quarters, and during that time our results may vary from quarter to quarter as we make strategic changes to improve our long-term financial performance," he said.

RadioShack said it ended the quarter with total liquidity of $818 million, with total debt of $713 million at June 30.

Shares fell 14 cents, or 4.8 percent, to $2.79 in afternoon trading. The stock has traded between $1.90 and $4.28 over the past 52 weeks.

Mayor Falkner Announces Celebrities for Golf Tournament


(ST. JOSEPH) A press conference was held at the St. Joseph Country Club on Tuesday to announce the celebrities that will attend the first Mayor's Pony Express Rider Cup.?

The tournament will take place Friday, July 26th at the club and is billed as pitting St. Joe against Kansas City.

Mayor Bill Falkner announced both he and Kansas City Mayor Sly James will attend along with former Chiefs Will Shields, Ted McKnight, and Shawn Barber. Former Royal Al Fitzmorris will also be there.

A meet and greet will be held for the public at 5 p.m. following the tournament. Admission is $50 per person, which includes appetizers and two drink tickets.?

Security frustrated, but pope all smiles as frenzied Brazilians swarm papal car in Rio

RIO DE JANEIRO - Pope Francis wants to ignite the passion of Roman Catholics for their faith while on his first international trip, and the boisterous, sometimes frenzied welcome he got on his first day in Rio seemed to fill those hopes.

Returning to his home continent for the first time since becoming pontiff, Francis smiled broadly as thousands of people rushed his car Monday after it became stuck behind buses and taxis when his driver made a wrong turn on a main avenue in Rio's centre.

It was a nightmarish scene for security officials, but clearly a delight and another opportunity to connect for this pope, who was scheduled to take a day off Tuesday for rest and private meetings.

The ecstatic throngs forced his motorcade to repeatedly come to a standstill, weeks after violent protests against the government paralyzed parts of Brazil. Francis' driver turned into the wrong side of a boulevard at one point, missing lanes that had been cleared. Other parts of the pope's route to the city centre weren't lined with fencing, giving the throngs more chances to get close, with uniformed police nowhere in sight to act as crowd control.

The three dozen visible Vatican and Brazilian plainclothes security officials struggled to keep the crowds at bay. Francis not only looked calm but got even closer to the people. He rolled down his back-seat window, waved to the crowd and touched those who reached inside. He kissed a baby a woman handed to him.

"His secretary was afraid, but the pope was happy," said the papal spokesman, the Rev. Federico Lombardi.

The pope is here on a seven-day visit meant to fan the fervour of the faithful around the globe. That task has grown more challenging as Catholics stray, even in strongholds of the religion such as Brazil, yet it seemed to come easily to Francis even on the drive from the airport to an official opening ceremony.

After finally making it past crowds and blocked traffic, Francis switched to an open-air vehicle for a cruise along main streets past crowds of people who screamed wildly as he waved and smiled. He left his popemobile ? the bulletproof one ? in the Vatican garage so he could better connect with people during the church's World Youth Day.

Vatican officials insisted they had no concern for the pope's safety as his vehicles eased through the masses, but Lombardi acknowledged there might have been some "errors" that need correcting.

"This is something new, maybe also a lesson for the coming days," Lombardi said.

Many in the crowd looked stunned to see the pope, with some standing still and others sobbing loudly.

"I can't travel to Rome, but he came here to make my country better ... and to deepen our faith," Idaclea Rangel, a 73-year-old Catholic, said, choking through her tears after the pope passed by.

As many as 1 million young people from around the world are expected in Rio for the Catholic youth fest, a seemingly tailor-made event for the Argentine-born pope, who has proven enormously popular in his four months on the job. But the fervour of the crowds that regularly greet Francis in St. Peter's Square was nothing compared with the raucous welcome in Rio.

Popes generally get a warm welcome in Latin America; even the more aloof Pope Benedict XVI received a hero's welcome when he visited Mexico and Cuba in 2012. John Paul II frequently received rock star treatment, and during one 1996 visit to Venezuela, his motorcade was similarly mobbed when he stopped to greet well-wishers.

Outside Rio's Guanabara government palace where the pope was officially welcomed, Alicia Velazquez, a 55-year-old arts teacher from Buenos Aires, waited to catch a glimpse of the man she knew well when he was archbishop of her hometown.

"It was so amazing when he was selected, we just couldn't believe it. We cried and hugged one another," Velazquez said. "I personally want to see if he's still the same man as simple and humble whom we all knew. I have faith that he's remained the same."

Francis displayed that humility in greeting President Dilma Rousseff, saying he understood that to really know Brazilians, one must pass through their heart.

"So let me knock gently at this door," Francis said in Portuguese at the official welcoming ceremony. "I have neither silver nor gold, but I bring with me the most precious thing given to me: Jesus Christ."

On the plane trip to Rio, Francis had lamented that an entire generation of young people risked not knowing what it's like to work thanks to an economic crisis that has seen youth unemployment skyrocket in many European countries while leaving the poor of the developing world behind.

"People get their dignity from work, they earn their bread," he told reporters aboard the plane. "Young people in this moment are in crisis."

Francis arrived at a tense time for Brazil, as the country reels from sometimes violent demonstrations that began last month as a protest against public transport price hikes and mushroomed into a wave of protests against government corruption, inefficiency and spending for the 2014 World Cup and 2016 Olympics.

Those protests continued after Francis' arrival. Police and anti-government protesters clashed outside the government palace.

The government has spent about $52 million for Francis' visit, but he does not appear to be a focus of protesters' rage.

"We've got nothing against the pope. Nobody here is against him," said Christopher Creindel, a 22-year-old art student and Rio native protesting outside the government palace. "This protest is against our politicians."

Lombardi confirmed that a homemade explosive device was found Sunday by Brazilian authorities in a public toilet near the basilica at Aparecida, a Marian shrine that Francis is to visit Wednesday. Vatican security was informed of the device but didn't think it was aimed at the pope, Lombardi said.

"There are no concerns for security. The concerns are that the enthusiasm is so great that it's difficult to respond to so much enthusiasm for the pope. But there is no fear and no concern," he told reporters.

Francis' weeklong schedule underscores his commitment to make his pontificate focus on the poor. He will walk through one of Rio's shantytowns, or favelas, and meet with juvenile offenders, an extension of his call for a more missionary church that goes to the peripheries to preach.

He will also pray at Aparecida, an indication of his strong Marian devotion that is shared in much of Latin America. And, in a rather incongruous matchup, he will preside over a procession re-enacting Christ's crucifixion on the beach at Copacabana, ground zero of Rio's Sin City.

Alex Augusto, a 22-year-old seminarian dressed in the bright green official T-shirt for pilgrims, said Monday that he and five friends made the journey from Brazil's Sao Paulo state to "show that contrary to popular belief, the church isn't only made up of older people, it's full of young people. We want to show the real image of the church."

A couple more images said to be of the Samsung Galaxy Note III have surfaced, with the device in the pictures looking similar to the trio that appeared back in June. Unfortunately, neither of the shots are from a good angle, so we don?t get much of a look at the device, but it does give an idea of its fairly square shape.

The images were acquired by Tech Kiddy, and unfortunately weren?t accompanied by any new information about the device. The photographs were said to have been sent in by a tipster who claims the device featured is a prototype of the Galaxy Note III, which can?t be confirmed either way by looking at the images.

As mentioned, though, this does look like a device we saw in a previous leak, and it is certainly large, if the other items in the image are any reference. Word has it the Note III will feature a 5.99-inch 1080p HD display, and will run a Qualcomm Snapdragon 800 2.3GHz quad-core chip.

The software will be whatever the latest Android version is when it is released, whether that?s 4.2 or 4.3 Jelly Bean. As far as design goes, it is hard to tell in the images, but it?s possible there?s a case of some sort on the handset, which makes it hard to estimate its final shape and design.

According to Tech Kiddy, a premium version the handset will feature a flexible OLED display, while the Asia-destined version will have a Super Amoled full HD panel and the European version with a Full HD LCD. There?s also said to be a 13-megapixel rear camera, and 3GB of RAM. More leaks are sure to surface in the coming weeks, so stay tuned!

Man Charged With Firing Shots at Missouri Church

A man charged with firing two shots inside a southern Missouri church told authorities he was trying to force the congregation and pastor to tell the truth about a previous disturbance that ended with him undergoing a mental health evaluation, according to court documents released Monday.

Earnest Smith, 48, of Hartville, was charged in Wright County with first-degree assault, discharging a firearm into a habitable structure, unlawful use of a weapon, making a terrorist threat and armed criminal action. He is jailed on $250,000 bond.

Online court records don't list an attorney for him.

Witnesses said Smith walked into the First Baptist Church in the small town of Norwood on Sunday morning and fired two shots before churchgoers tackled him. One of the men who subdued him suffered a minor arm injury during the struggle. No one else was hurt.

"It sure could have been bad," Wright County Sheriff Glenn Adler said.

About 40 people were at the church at the time, he said.

A Wright County deputy wrote in the probable cause statement that Smith caused a disturbance at the church on June 9 and was transported in an ambulance to Springfield for a 96-hour psychological evaluation. No one at the church wanted to file a complaint then, according to the probable cause statement.

"They were afraid that if they did, it would make him madder or something like that," Adler said.

After his arrest Sunday, Smith told authorities that the pastor and church members had said he threatened to shoot them in the June 9 incident. Smith told authorities that he went to the church Sunday to "get the pastor to admit that he had lied on him," the probable cause statement said.

Smith told authorities he walked into the church and fired one shot into the floor to get everybody's attention. That bullet bounced off the concrete, split into two pieces and lodged in a wall behind the pulpit. Smith said that when he was tackled, he pointed the gun under his arm and fired another shot at a person who was tackling him. That shot lodged in the ceiling, the probable cause statement said.

The deputy asked Smith what he would have done if the preacher didn't admit he was lying, and Smith said he would have shot him in the forehead, according to the probable cause statement. But Smith added that he "knew he wouldn't have to shoot the preacher because people tell the truth when someone points a gun at them," the court document said.

Adler said Smith also was involved in a disturbance Wednesday at a health clinic in nearby Mountain Grove. The city's assistant police chief, Danny Bledsoe, said that incident ended with Smith being transported to Springfield. Bledsoe said he couldn't elaborate, citing patient confidentiality laws.

Bledsoe said that case has been referred to prosecutors, but no charges had been filed as of Monday.

Detroit bankruptcy lawyers' track records range from Chrysler to Major League Baseball

Detroit's bankruptcy started with a mad dash to a federal courthouse, much as Orange County, California's did in 1994, when it undertook a billion-dollar restructuring.

A difference between the two cases is their size. Orange County went into court with $1.7 billion in losses from a $7.5 billion investment pool it controlled, while Detroit's July 18 filing listed $18 billion in debt, a record for a U.S. municipal bankruptcy.

What they shared was a need for speed and the lawyer who led the way: Bruce Bennett, the Los Angeles-based bankruptcy attorney who helped push both filings into court to shield his clients from potentially disruptive actions by creditors.

Detroit sought bankruptcy protection after decades of population decline and dwindling manufacturing jobs left it too poor to pay bondholders, retired cops and current city workers. It filed its petition minutes before a state judge could rule on requests by the workers and retirees to bar the city from bankruptcy.

Almost 20 years earlier, when Orange County anticipated an uncontrollable rush by creditors to withdraw money from the pool, Bennett and his colleagues put the municipality under court protection, according to attorney Lee Bogdanoff, who worked with him on the case.

Bennett, 54, and his colleague David Heiman, 68, are now in charge of Detroit's day-to-day legal strategy, which for the next four months will focus on defending Gov. Rick Snyder's decision to file. They are partners at Jones Day, a firm with more than 2,400 lawyers worldwide.

The two have been working out of the spotlight, which so far has been trained on the governor and Kevyn Orr, who was a partner at Jones Day when Snyder named him as Detroit's emergency manager in March.

The focus may shift to Bennett, Heiman and the rest of their legal team when they enter the federal courthouse in downtown Detroit tomorrow, the date they have requested for an initial hearing. Heiman is the case manager, while Bennett will lead the litigation and debt-restructuring efforts, Orr's spokesman, William Nowling, said in a text message.

Chapter 9

Detroit filed under the U.S. Bankruptcy Code's Chapter 9, which is reserved for municipalities and the rules of which differ from those imposed on companies in Chapter 11. Unlike companies, municipalities don't need to ask the bankruptcy court for permission to pay any bills they ran up before filing for court protection, including wages, utilities and rents.

While under court protection, Detroit can stop paying some debts, is temporarily immune from most lawsuits and may be able to ask a judge to cancel contracts, including union agreements.

The first key job for Bennett and Heiman will be to fend off the city unions, pension managers and bondholders that don't want Detroit to have the court's protection.

When Orange County filed what was then the biggest U.S. municipal bankruptcy, Bennett developed a strategy that quickly returned cash to other government agencies that had money in the investment pool, said Bogdanoff, of Klee Tuchin Bogdanoff & Stern LLP in Los Angeles.

Paying creditors

That decision helped prevent smaller agencies from following Orange County into bankruptcy. Bennett also decided that the county would borrow money in the middle of the case to help pay creditors, something that hadn't been done before, Bogdanoff said.

The county also sued Merrill Lynch & Co. to cut losses in the $7.5 billion fund. To settle claims over derivatives-trading losses that had led to the bankruptcy, Merrill, now a unit of Bank of America Corp., paid $400 million to the county and creditors who had put money into its investment pool.

All creditors were fully repaid, Bogdanoff said.

Heiman is a senior figure in U.S. bankruptcy circles, "a dean of the national bankruptcy bar," said Derek Abbott, a lawyer at Morris, Nichols, Arsht & Tunnell LLP in Wilmington, Delaware. "He's very polished."

Heiman has handled corporate restructurings including the bankruptcies of Federated Department Stores and Chrysler LLC.

'Go Dodgers'

All his cases have prepared him for his latest job, Heiman said in an e-mail. "I do like Michigan, and Detroit, so maybe Chrysler helped in that respect. What really prepares is being on a great, cause-oriented team."

Joe Farnan, a retired federal judge, said Bennett is one of the five best bankruptcy lawyers working today, with a gift for creative legal solutions, although he's not always the best man to sell those ideas to a reluctant client who may need soothing.

"He's not fuzzy and warm," Farnan said in an interview.

Bennett declined to comment for this story.

During the bankruptcy of Major League Baseball's Los Angeles Dodgers, Bennett came up with a way to lock in the value of future TV rights, said Farnan, who was the court-appointed mediator on the case. The solution made the Dodgers so valuable that real estate developer Frank McCourt agreed in 2011 to sell rather than fight to keep the franchise, Farnan said.

The team was sold for about $2 billion to a group that included Guggenheim Partners LLC and its top executive, Mark Walter, as well as Magic Johnson, the Hall of Fame basketball player. When the deal was signed, Johnson gave Bennett a Los Angeles Lakers jersey with the words "Go Dodgers" on the back.

In defending Detroit's right to stay in bankruptcy, Heiman and Bennett will prepare for a proposed court hearing this fall the same way non-bankruptcy lawyers get ready for a trial: interviewing witnesses under oath, collecting documents and providing information to creditors about why the city filed.

To keep Detroit under court protection, the pair will need to convince U.S. Bankruptcy Judge Steven W. Rhodes that the bankruptcy petition was filed in good faith and that the city either made a reasonable effort to negotiate with creditors, or that talks weren't practical.

Rhodes, 64, is a 28-year veteran of the bench and a co- author of a book on the law of unraveling Ponzi schemes. He presided over the bankruptcy case of auto-parts maker Collins & Aikman Corp. and also served as chief judge of the Detroit bankruptcy court when it changed its rules at the end of 2008 to make it a more attractive venue for carmakers seeking to reorganize.

The judge keeps cases moving and won't be swayed by public opinions aroused by a high-profile case, said Judy Calton, a bankruptcy partner at Honigman Miller Schwartz & Cohn LLP in Detroit. "He'll keep people's feet to the fire."

Heiman, who grew up in Cincinnati and got his law degree from the University of Cincinnati, is based in Cleveland, where he founded Jones Day's bankruptcy division in 1984.

Bennett grew up in New City, a suburb of New York, and attended Harvard Law School. He joined Jones Day 15 months ago, after his previous law firm, Dewey & LeBoeuf LLP, failed.

Both men are married fathers of two.

Jefferson County

Jones Day was hired by Detroit over Klee Tuchin, which is handling the $4 billion bankruptcy of Jefferson County, Alabama.

Leading a major case like Detroit's can be exhilarating and exhausting, said Kenneth Klee, the lawyer in charge of Jefferson County's case.

In June, Jefferson County announced a settlement with JPMorgan Chase & Co., a group of hedge funds and bond insurers that would cut debt by more than $1 billion by imposing the biggest losses on creditors ever in a Chapter 9 bankruptcy.

The proposal, which has the support of creditors that hold a majority of the county's $3 billion sewer warrants, goes before a court for approval in November, which would allow the county to exit bankruptcy by the end of the year, about two years after it filed.

While Orr has said he hoped Detroit would emerge from bankruptcy by the late summer or fall of 2014, Klee said the city's case will probably last three years.

"It is very, very satisfying work," Klee said. "It is demanding. It takes a huge physical toll. It takes a toll on your relationships and your families."
