NGOs Criticize Serbian President for Genocide Denial :: Balkan Insight

Seven Belgrade based human rights organisations issued a joint statement saying that President Tomislav Nikolic?s claims that the crimes committed in Srebrenica were not genocide offended the victims and their families.

Reactions came after Nikolic?s interview for the Italian newspaper ?Corriere della Sera? in which he said that although horrible crimes took place at Srebrenica, these could not be classed as genocide.

?Serbia was never involved in the crimes at Srebrenica. The crimes were committed by individual perpetrators whose nationality happened to be Serb. The Serbian parliament condemned these horrible crimes, but genocide was not mentioned. I never heard anyone in Serbia calling it by that name [genocide in Srebrenica], which meant I didn?t either?, Nikolic said.

In the joint statement, the human rights NGOs accused the president of populism, adding that he had offended the Serbian people, as well.

?His message impacts not just the victims and neighbouring countries," the statement read, adding that Nikolic's message at home is that Serbian nationality means one can deny the facts established by the rulings of international courts.

"It [his statement] also conveys a message that others who have a different stance are not Serbs,? the statement read.

In the same interview Nikolic said that Radovan Karadzic, the former leader of Bosnian Serbs, and Ratko Mladic, the former Bosnian Serb commander, both ?ICTY defendants accused for genocide in Srebrenica in 1995, must be assumed innocent until the court rules otherwise.

The NGOs urged Nikolic to change course. Instead of making offensive statements, he should devote himself to the normalization of relations among the former Yugoslav countries.

This is not the first time that Nikolic has been criticised for his views concerning the genocide in Srebrenica, where Bosnian Serbs killed over 7,000 Bosniaks men and boys after capturing the town in eastern Bosnia.

Speaking to ?Montenegrin state television on May 31, he said: ?There was no genocide in Srebrenica? No one has proved it so far. One officer has been convicted and now all those that were working ?with him will be convicted as well. But it is hard to tell that there was an intention [of genocide]."

This statement was strongly condemned by both international organisations and Serbian humanitarian NGOs.

The ICTY and the ICJ classed the mass killings in Srebrenica as acts of genocide in 2004 and 2007, respectively.

Serbia was cleared of direct involvement by the ICJ on February 26, 2007, but was found to have breached international law by failing to prevent the massacre and by failing to try or transfer to the ICTY the persons accused of genocide.

On April 19, 2004 the ICTY sentenced the former Deputy Commander of the Bosnian Serb army's Drina Corps, Radisav Krstic, for aiding and abetting genocide.

The case of ?Popovic and others?, in which seven members of the Drina Corps were convicted of genocide, is currently being appealed.

The cases against Radovan Karadzic, former President of the Republika Srpska, Ratko Mladic, former commander of the Bosnian Serb army, VRS, and Zdravko Tolimir, the assistant commander of the Intelligence and Security of the VRS, who are all charged with genocide, are still ongoing.

Political robocalls irritating but unstoppable

With less than 30 days until the election, the campaigns and their supporters are pulling out all the stops to bring in donations and get out the vote. One way to do that is through automated calls ? those dreaded robocalls. It?s hard to know if these robocalls work, but there?s no question they annoy people.

Go to any reverse directory website and look at the comments. You can feel the anger these calls create.

?FOR GOD?S SAKE SOMEBODY STOP THEM!? wrote John Hemenway of Houston on 800notes.com, a website that lets you look up unknown phone numbers.

Hemenway told me he?s fed up with being ?harassed? by the constant barrage of political robocalls.

?I?m disgusted with the whole thing,? he said. ?It?s obnoxious. They?re pestering people in their homes.?

But as long as they?re made to a landline phone, political robocalls are perfectly legal under federal law.

That?s because political calls, whether delivered by a live person or a computer, are exempt from the Telemarketing Sales Rule, which is enforced by the Federal Trade Commission.

(Note: some states have their own rules about robocalls that may be stricter than federal regulations.)

?It doesn?t matter if it?s a political call to a landline or a cell phone,? noted Lois Greisman, associate director of the FTC?s division of marketing practices. ?We don?t consider those calls to be ?telemarketing? because they?re not trying to sell you something.?

That means you can have your telephone number listed on the FTC?s Do Not Call Registry but it won?t stop political calls of any kind. You may not like it, but that?s the law.

Robocalls to cell phones are different
The Federal Communications Commission regulates wireless communications and bases its rules on the Telephone Consumer Protection Act. The FCC prohibits prerecorded voice messages and autodialed calls or text messaging to any cell phone, pager or other mobile device, unless it?s an emergency or the caller has advance written permission from the recipient.

The penalty for violating the rule is a fine of as much as $16,000 per violation.

(These FCC rules only apply to robocalls. Political text messages that are sent by an individual one at a time, and political calls to cell phones that are live and manually dialed are permitted under FCC rules.)

Jot Carpenter, vice president of government affairs at CTIA -The Wireless Association, told me that based on what his organization hears from customers, there?s been ?an uptick? in political robocalls.

?We?ve seen over the past few years that robocalls have been the single biggest driver of complaints to the FCC, and those numbers are growing,? Carpenter said. ?You can argue that they?re growing for reasons other than the political season, but I think the election is a driver in that process.?

Darren Dezutter of Tacoma, Wash., has been bombarded with political robocalls and he finds them obnoxious.

?It really angers me that a political party would do this,? Dezutter said. ?If you value your privacy, you don?t want to be harassed by these calls.?

Dezutter said the sheer number of robocalls to his cell phone is disturbing. He estimated he?s received about a hundred of them since this spring.

?At one point, I was called five times in one day. I wanted it to stop; it was driving me crazy,? he told me. ?It really doesn?t matter if it?s a Democrat or Republican calling me; regardless of the party, I find these robocalls irritating, especially when they?re asking for money.?

And he noted, as have others who complain about robocalls to a wireless device, that he?s paying for these calls, which reduce his bucket of minutes.

How do you measure up for your marketing strategy?

I believe that a multi-faceted approach is best for marketing. A well rounded and effective marketing plan includes traditional forms of advertisements as well as digital marketing trends. According to research 69% of companies lack a well organized digital strategy for their marketing.

The million dollar question?What is the secret to success with marketing?

There are of course a few key ingredients to marketing success that are important to any type of business.

Develop the right message. A clear message that helps your target market understand what you (the products/services) are all about! Then deliver that message.

If your message is not getting out, find someone to help you develop the message and distribute it to your target market.

After all, if your target market does not know about you, how do you expect them to buy from you?
